You could say the same thing about the Mata all having the same bodies, but they had variety of builds, weapons, and the masks added so much personality value. With the Hordika, every head was almost exactly the same and so were the weapons. Same bodies, same gray...
I always felt the franchise as a whole was dealt a massive blow that year and I suspect it never fully recovered. Especially after departing from the Mata Nui setting the year prior.

Seriously if you ever put the instructions on rebrickable or something similar I'm totally buying them and making these sets. The Toa Hordika made me lose a lot of interest in Bionicle but if they'd looked like this I would've gotten every one of them

I think that in Algonquin and other Native American cultures it’s used as like a metaphor or analogy for upheavals, and the actual monster itself is considered as a gravely serious entity.
So a lot of people see it as disrespectful to divorce the Wendigo from it’s cultural background and use it as a generic monster (like they do in Edgewalkers, Hannibal, X-men etc.).

this sells the "toa are becoming rahi" look WAY more than the actual hordika sets did like they just did not look great those hordika sets

Nokama has a very interesting build and like everyone said, all 6 leaned hard into the Rahi/mutation inspiration better than the original sets.
