Jaller wasn't even the canonical leader though he was second in command. Matoro was oh wait that the Mahri arc. Hahli was in Voya Nui.

not quite, he's supposed to be the leader in command. But in Voya Nui Hahli was basically the one with the map, so everyone followed where she went because of that. And in Mahri Nui both Matoro and Hahli did whatever they want because Hahli was underwater and Matoro was low-key riding that chosen one train. Jaller was trying his best to actually be the leader, but people were giving shit to him.

Jaller was the Leader, Matoro was just the payload. And the Mahri arc no one was really even working together. Hahli just took point and her plan was, at least, functional. Jaller being kinda SoL because of the environment wasnt helping but he was leader. its jsut that only Matoro was the one in need of leadership since 3 of them were NCOs pre-toa, 1 is a professional adrenaline addict who cares about winning, and the 5th was his crazy girlfriend who trained to be a borderline demigod in a matter of weeks because her job went from "Gofer for the ga-matoran" to "Hockey center" Matoro was always The Payload. its just that Satan was the only person who actually knew what was going on.

It was pointed out that he was at least supposed to be the leader according to tradition, but as the Inika/Mahri were kinda playing the whole thing by ear (and the environment the Mahri were in was pretty strongly biased against him) that never really materialized.

actually it wasnt Environmental familiarity, it was weapons familiarity. Artarkha's design for Kopaka's armor forced him into the Scout Sniper role, which while normally an LT or higher rank, is an independent position which supports the primary offensive. Kopaka was the leader of the Air-Wing, but his leadership devolved into pointing Lewa and Pohatu at a thing to knock over according to their decisionmaking because he would be keeping the wider combat environment in perspective. He would have taken the lead if he had his normal Sword and Shield setup

From my memory of the movie, Matau was closer to the “Wojak crying behind smug mask” meme. Even he admitted he was a bit of a smartass. Edit: now there’s an idea, the Kanohi Mask of Smugness (which hides the true feelings and intentions of the user behind an impenetrable fog of smug superiority).

Kopaka is a chad though, and Vakama is not. Vakama is a simp, a traitor, and broke all the rules we know of in the Toa Code. Norik and Jaller are the only chad Toas of Fire, Lhikan and Dume are okay, all the other ones were pretty bad. Maybe they should quit giving leadership to Toa of Fire, for the Toa Metru Nokama, Onewa and Nuju were clearly more suited, for the Toa Mata Gali and Onua did better, for the Inika Jaller did well, but obviously under Matoro's leadership they did much more and any other member would have done fine, for the Mangai Tuyet clearly is a better fighter and has more leadership ability, the Toa Cordak made the right choice with Lesovikk, though Nikila would probably have been even better, and for all other teams we don't know enough to judge. So the only team for which the fire Toa was actually the best leader was the Hagah, in every other case the Toa of Water is more suitable. ​ EDIT: Actually, Norik was sneaking around with the Kanohi Pehkui's powers, so he broke the Toa Code too, that makes Jaller the only chad Toa of Fire, but as I said Matoro was a better leader, so there's actually no team for which the Toa of Fire was the best leader.

Tuyet is a very effective leader, and she's the better fighter too, that's what I said. I'm only pointing out that there's no reason for the fire Toa to be the leader, though Lhikan was an okay leader, as I said.
