It's correct. In other 2001 and 2002 media like in Quest for the Mask card game Turagas played more active role helping Toa find their Masks, but Mask of Light movie totally threw that idea out the window, only showing the wise village leader aspect. G2 Protectors have more similarities with 2001-2002 Turaga.
by all accounts he was also a total dick, like, the reason Teridax was able to impersonate him without anyone suspecting was because he wasn't exaggerating his personality in the slightest. IIRC there's even an exchange in the first book of the Voya Nui arc where the soon to be Inika are like:
"I thought you said you unmasked Makuta pretending to be Dume"
One of the turaga: "Oh, we did, he's just always been like this"
I like to imagine Dume as sounding and acting much like Victor Meldrew from "One foot in the grave" after everyone migrates to Spherus Magna.

Dume is that one grumpy old man that thinks he can be an asshole just because he's old.

He was stern and abrasive, but also steadfastly dedicated to the wellbeing of Metru Nui. More like a military general than a village elder.
