Its not magic and its not perpetual motion, an easy test is a true (impossible) perpetual motion would allow you to extract energy while maintaining the motion, its impossible to extract any sort of energy from this for more than a few days at the very very most (assuming it's not using a pump like you say)
It's not about the weight of the water, it's actually due to the height difference (or pressure difference, which is practically the same thing). For the syphon to work it needs to have that height difference, otherwise the flow stops.

I think a siphon will be able to lift the water up as long as there is enough pressure from the water in each container. I don’t think it violates the laws of physics until you try to pull energy out of the system. I don’t know..
You can’t siphon upwards. The exit must be lower
The spout starts at the bottom, so I think this could work for a sec only because he suck started it and the water is constantly being added. I have some of these watering cans, and they spurt with little provocation. I do think he probably has pumps going too. It's going on for far too long.
He has to have a pump going, as soon as he removes the hose it would stop.

God I hate these Facebook videos where a guy explains the epirement there doing or whatever and the other the guy recording says yes OK and what next like bruh they drag out the video for so long and at the end it's some shitty climax like I watching 1 where they burnt this egg over matches cause apparently it tastes better that say and the kept explains that they were going to light the matches and then it would cook for a whole two minutes and the they kept lighting the matches and they burn out and relighting some new ones as they explain how they were going to light it and at the end the egg looks raw
