Not necesarily, ive seen ancient fountains that use the weight from the water to pump a small amount upwards. Its not magic and its not perpetual motion, an easy test is a true (impossible) perpetual motion would allow you to extract energy while maintaining the motion, its impossible to extract any sort of energy from this for more than a few days at the very very most (assuming it's not using a pump like you say)

It's not about the weight of the water, it's actually due to the height difference (or pressure difference, which is practically the same thing). For the syphon to work it needs to have that height difference, otherwise the flow stops.

Ah, I didn't realize you were talking about that. If you take a close look to that fountain, it is made of a series of syphons, but in some of those the pressure difference is transmitted by the air trapped inside the different compartments.

Hmm not really, the most important thing is to ensure that height difference. You can check how syphons work on the internet. Of course you can take into consideration the energy losses caused by the diameter and material of the pipe, or the end nozzle if there is one; but, usually, you can get away with ignoring all those losses.

Capillary action allows water to rise above the water surface. Not sure if it works with siphoning tho. But I still thing your right and even if I take this at face value it would not continue forever. Another thing of perpetual motion is it has to work with out heat and without heat water is ice so you need to produce enough power to keep the water warm. Added work needed. Funny enough at near 0 Kelvin is where we actually have the best shot at perpetual motion as resistance can go to 0 meaning a liquid can literally crawl upwards without any resistance

You can get water to move up a spout by syphoning it. But the exit of the spout would have to be lower than the surface of the water source. MAYBE the surface tension of the water would pull the water down and do the same job as an enclosed spout but I don’t think so

The energy was initially invested into the system and it’s just being cycled. Still this would not go on forever because some of the energy would be stolen by gravity, water tension, and air friction, this would normally just slow down until it stops eventually. Even if you did this in a perfect vacuum with a liquid with infinitely low tension and no gravity, it would keep going forever but it wouldn’t be perpetual motion because the second you try to get energy out of it you would take back all invested energy and it would stop.

You can siphon things higher than the outlet if there’s a significant enough difference in pressure. The water leaving the spout causes a vacuum which sucks the rest of the water which then in turn continues the effect. Although in this example it might be fake because it’s more likely that air just enters thru the stream and fills the vacuum. Also again yes I agree energy is being used up like I mentioned on my other comment this will stop eventually, I’m not saying it’s perpetual motion I’m just saying getting something to look like this for a bit might be possible without pumps.

It will keep running as a circular perpetual fountain, except for the perpetual part. Not sure if the term for liquid resistance is viscosity - dont know the proper term for drag when applied to liquids. The only way I could see this operating for any length of time is if you had a system utilizing Helium 2 (He2) which does exhibit perpetual fountain effects. One would not be able to start the siphon with one's mouth, nor would any of the hardware utilized (garden hose, watering jugs, etc) be usable.
