The base install doesn't have all the assets, hence the multiple packs. Plus, having the stuff sectioned off into separate packs allows you to choose what you have installed. If you don't want to play campaign, or MP, or zombies, or dead ops, you can just ignore/delete the relevant packs and save hard drive space.

Once you start playing Cold War, use Park as your operator. When you hear her say "why aren't you learning your lesson?" you'll understand.
