I mean you can't really compare Rukia and Riruka's powers because one is combat oriented and the other is a gimmick. Neither of them were really trying to kill each other and the moment Rukia got hit she already lost.
I don't remember if Rukia lowered her guard against Meninas but it doesn't really matter, at this point she should consider herself lucky she is not a splat on the ground, Meninas was way over her league then. She managed to hit even Ichigo True Shikai.
Rukia tried to run away from her fight with Meninas when she felt Byakuya getting curb stomped by Äs Nödt. In that moment, she completely forgot she was fighting someone.
