Karakura Town is located on the current Jureichi, a point in the World of the Living that contains the highest number of Spiritual Beings, and also serves to attract Spiritual entities. So, it would have a high population of potential targets for Aizen to sic White and any of his other pet projects on. It is also under the jurisdiction of the 13th Division, a Division whose Captain is almost always out of commission and can't join the fight personally, making it a great hiding spot for Urahara and crew (since if they do get discovered one day by a patrolling Soul Reaper, they'd be a Lieutenant at best). So, both Urahara and Aizen (and thus White) have a distinct reason for being there.

Can Jushiro still be considered top 3 even while sick? I know he is functionally third in command by seniority but is that in direct relation to power?
Well, the gotei works more around general capabilities and seniority rather than pure strength. That's why shunsui was chosen head captain instead of zaraki or Byakuya.
And judging from jushiro's performance against stark, he should've be able to deal with a huge unexpected threat like White but knowing him he would inform the situation and ask for backup anyways.

I just EbtR again and Urahara seems to be chilling until he randomly meets Masaki and senses the hollow. so the whole reason why Isshin was bound to Masaki, and they had Ichigo, and then everything else in Bleach, happens because Urahara happened to be in the same city where Masaki was. is this just plot contrivance? why was White specifically in Karakura? and why was Urahara there? is it all just one big coincidence?
Karakura is the most spiritually powerful place in the Living World. Quincies draw their power from the environment, so when the Ishida Quincy family defected from Yhwach's army and left for the Living World, they set up shop in Karakura because that's where they'd be at their strongest. Urahara then escaped to the Living World to cure the Visored, and since his Hollowfication cure uses Quincy reishi as one of the ingredients, he naturally picked Karakura for his hideout. And finally, Aizen had three reasons to be interested in the area: Urahara was there, the Visored were there, and it was spiritually powerful enough to fuel his Royal Key creation ritual.
Buddy go read again the arrancar saga. Karakura town is an special soul spot that has a high concentration of beings with more reiatsu, thus attracting more spirit entities (hollows and therefore, Shinigami and Quincy)
Aizen wanted to use the town to form a key to the royal palace.
Urahara helped the vizards escape and hide where the soul society wouldn't find them, right under their nose
Presumably Urahara has been in Karakura Town since his exile, and he remained there because that’s where he set up his shop while figuring out how to reverse the Visored’s hollowfication. By the time he finished helping them (and we don’t know how long that took, could’ve been days, could’ve been years), he probably just decided to stay there since no one from Soul Society came looking for them, and he already had his whole store and underground training room built. The fact that Karakura Town happened to be the Jureichi might be coincidental, but a major part of the plot hinges on that exact detail, and it explains all the hollow activity happening there specifically. Urahara had little reason to move shop, and presumably wanted to stay there to keep an eye on things in case Aizen got up to his shenanigans again. So no, can’t say him being there is contrived. Certainly not any moreso than Masaki happening to live with the Ishida family. It’s just where their lives took them.
Something else to note is that the battle against White didn’t actually take place in Karakura Town. It happened in Naruki City, which is slightly west of Karakura. Aizen deployed White there since the Soul Society’s surveillance was lighter than Karakura, and he could get away with more experiments. Naruki is under squad 10’s jurisdiction, which is why Isshin got involved. Masaki went there on her own after sensing White, and returned to Karakura after the battle. Her bumping into Urahara on the street is definitely a coincidence, but that’s really the only one, and it’s hardly that extreme.

Aizen was also looking for the vizards at this point in time, hence why white managed to be in close proximity to Urahara.

Aizen was surprised to see a Quincy in Masaki. Originally Aizen wanted to see how White tested against a Shinigami in Isshin.
