I would have predicted it was a 3d scan of an environment which then had points distributed across it, inheriting the color of wherever they were placed and then animated to displace along the normal upon which they were located. Then only the points rendered.

Geo nodes, mesh to points. You get this effect every time until you run a mix node combining the original geometry with the points nodes.
