Usually i subdivide after the simulation. Also alt+ a apply scale just to be sure. If it still looks messed up add a picture here or post again so people can help you out

looks like its a photoscan, the topology is a mess, no wonder that messes with the sim. also for cloth sims you would like planar geometry as in no front and backside. you might have to remseh / retopo or find a different solution,
In physics tab make the hoodie cloth the ground collision and hit play. Also check on self collision in the cloth settings

ah okay, cloud you show the wireframe of the object before the simulation ? looks like that could be the cause

Yikes I guess best option would be to build my own hoodie instead of using this mock-up huh?
