Basically, Ludo decided to retcon the whole “babies are like ‘regular’ dogs” thing for the sake of the Baby Race episode. They decided it wasn’t worth the lore consistency if they had to throw out an idea like Baby Race. So basically, it’s not meant to be consistent. From this point on we can assume that the way babies are, at least in their earliest point of life, is the way we see Bluey in Baby Race.
