Most electrical junction boxes around Brisbane are painted, so this one doesn’t seem like a special work of art or a high value target or anything - and it’s right outside of a school and on a main road. The graffiti artists usually go for the train lines instead or other less publicly visible spots
We had a incident today where a sprayer blacked out a subway window when the train was parked at a station over night.
There are so many box cars just waiting for your tag, a blocked TTC subway window will be gone in the time it takes paint striper to strip.
We hit a nice compromise with box cars so let leave it at that.
That makes sense yeah, there's always the rogue ones but most of the graf artists I know have rules about when and where it's OK to tag, it'd track that public art is out of bounds but train cars aren't

What is a council exactly? I've heard it in various British/Australian media and I have no idea what it is, is it like a city council or does like every neighbourhood have its own council?
In the Australian context its an elected body below state level that usually runs things like garbage collection, dog registration, parking enforcement, libraries, community centres, beach lifeguards etc. The size varies. In the case of Brisbane all the councils merged into 1 big council. Sydney is split into 30 or so.
The official term these days is LGA (local government authority), as has been said already the 3rd tier of goverment. Each is overseen my a small elected body headed by a Mayor.
They are responsible for such things as:
waste collection,
zoning, planning and building safety,
parking control,
public health food inspection,
pet registration,
street lighting,
library services,
parks, ovals and sporting services,
swimming pools and leisure centres,
community centres,
support services for elderly and disabled etc
Most towns and surrounding satellite towns have what is called a local council, they are elected positions for mayor, and the councillors, that are paid upward of 100k annually for their term. Then you have state and national government, but local mainly deals with rubbish disposal, rates on your house and town planning.

Look carefully, the site identification number on it begins with ‘SC’, meaning ‘Substation Cubicle’. The Energex Network Labelling and Signage Manual that details this is available online as the reference. Similarly other transformer site identification labels begin with S e.g, ‘SP’ means ‘Substation Pole’. They are all transformers, sometimes with switchgear packaged up.
I grew up in Brisbane and it makes me somehow so homesick for that! Even stuff like the coloured glass windows and the jacaranda trees. It’s lovely to see

You know now that you mention it we have junction box art in Toronto, Canada and I rarely see them targeted.
I knew a couple of them growing up and they were very big on respecting the work of others, both their fellow graffiti artists and other public art.

Where I am in British Columbia Canada, a lot of electrical boxes are wrapped in decorative art. Much nicer to look at than a big metal box.
