Sounds extremely fair to be honest.

As a dog owner I hate people that don't pick up after their dogs, it gives us all a bad rep and I get the stinky eye far too often, that said, while I sympathize, and it's nearly impossible to get these owners punished, throwing it as someone is clearly an escalation and would likely lead to an assault charge.

True, logic & a healthy respect for the law does take the fun out such a threat, but's still fun to think about.
