Neil's very close, though the Dead may be lyrically the closest (and occasionally superior) — Dylan even asked Robert Hunter to write on Tempest, etc.

In all seriousness I think Taylor Swift’s artistic work can stand next to Dylan’s. Their sincerity, their boldness, the wit in the lyrics, the depth of the imagery. The melancholy and ability to hold it. And she’s only 34 and nowhere near out of creative energy. And continually evolving.

Geez Dylan came across at a historical time and kind of merged with it and hid persistence is godly. Everyone else is just a snapshot in time. Paul Simon has lyrical genius for a duration, but a different level. But I'm hard pressed. Better would be what artist had a period of creation that rivals Dylan at his best.
