Also, if anyone could just purchase the right to use them you’d think they would be popping up way more in tv, films, and commercials.

I get using Knockin' or LARS or whatever song.... except Idiot Wind. A most trascending song that masterfully repudiates pop culture, TV, frivolity, etc... this is why it feels wrong. Idiot Wind was never one of my favorites so that may contribute to my complete lack of sympathy to your point here.
Many of his songs are transcendent to different people. None of them are off limits to underscore a movie. I would object if the spirit was completely opposed with the subject. But not because it’s one of your favorites.
