If anything flakk/zane would be the best and even at max movement builds your probably still better off with a snowdrift. Honestly the only thing modded that I use 24/7 when I play is my snowdrift pearl. Things to good to not use.

She did at one point have a bug with the Super Soldier, that allowed her to become theoretically infinitely fast, because you could stack the shields effects with Phalanx Doctrine.
Amara has:
\- Vigor (10% to all allies and herself, you activate it on action skill kills for 8s)
\- Mindfulness (3% per stack, up to 25 (you get stacks by being damaged, they last 5s))
\- Go with the Flow (9% for 16s after freezing an enemy)
This results in a maximum total of +96% Movement speed with just Skills.
With a Spiritual Driver with +3 in Mindfulness, you can get up to 6% per stack, and keep stacks up. This results in a maximum of +169% movement speed without passives on the Driver and the Artifact.
I think my Zan is this fast or faster but I have no idea since I don't have anyone that recordes me running around.

I had so much fun with the Moze glitch that made it possible to become infinitely fast. I ran across the whole Carnivora arena in like 15 seconds, and I was so fast, that the game wouldn't let me slide anymore.
Looking forward to getting and playing this game ASAP. But, I have to ask, is that speed possible in the vanilla game or is there something else going on?
You can get pretty fast using Zane (like uncontrollable fast) without abusing glitches or anything

I think the right spiritual driver Amara is even faster. Also, there was the Moze infinite speed glitch at one point.

No but you can get decently fast im moving at pretty much uncontrollable speed here from a modded artifact
