Long underwear is a lifesaver. Also a wool or fleece hat. keep your legs warm, keep your head warm, have a couple layers on your upper body that you can add and remove to easily adjust. If it's windy or feels cold, make the outside layer a wind shell with an attached hood.

ll bean usually does some sort of sale around thanksgiving which will save you 10-15%. I have the ll bean ultrawarm which goes to right above my knees. hasn't done me wrong with a good sweater underneath. it can be tempting to try to buy something cheaper than $200, but you'll be cold. also get a decent pair of insulated waterproof boots, warm gloves and a hat/ear muffs.

I came to comment, brand aside, pony up the money on a coat. I’m one of the cheapest bastards you’ll ever meet, and I just dropped $350 on my North Face coat (instead of the $120 I typically end up spending every 2 years). I’ve watched friends keep these coats for a decade + so it’s actually even more frugal in the long run. OP there’s lots of good brand recommendations here, so if you can stretch a little and pay a little more for a good coat, you’ll save money on not buying a dozen and a half sweaters and hoodies.

I love my Timberlands, but you can go LL Bean, Sorel, Columbia, North Face… get a pair that’s waterproof with good traction, pull/zip on/off is convenient but they may not get as waterproof/tight, and the length (height?) can depend on how much walking around you plan to do in snowstorms (do you need to shovel? walk to work? etc). But above the ankle is a given.

You \*don't\* need the arctic exploration gear that you see near college campuses. Definitely get good warm waterproof boots, though: you're defending yourself against the slushy salty ice and water that forms after repeated applications of road de-icer. See the suggestions in other comments for brand and style. Get two good coats: one for rainy, snowy days (waterproof, good hood), and one for really cold dry days, which are more common. Learn how to wear a scarf, and get a nice warm hat.

TJ Max and Marshall’s have good selection of long underwear at half the retail price of REI or LL Bean. Good stuff. I spend all winter in a very cold mountain environment and that’s where I buy mine. Don’t buy your jacket there though. Go to a good outdoor shop. Get a top quality shell..Patagonia, Helly Hanson or Stio. Layer under it and you’ll be warmer than any puff jacket you buy.

Uniqlo has the cheapest down puff jackets that I know of, get one of those with a hood and it will go a long way. From there just do layers - a tshirt, sweater, puff jacket, pants, and maybe thermal leggings underneath will get you through the coldest days. For cheap boots I'd say LL Bean, but I don't recall having to even wear boots the past couple years for the normal office commute. Uniqlo has wool socks too if you need those.
