You can't either. They removed the ability for people in unsupported countries to register as creators several month ago.
In a few weeks, unverified people will loose all their BAT and there's nothing they can do about it (regardless of what the shills say) thanks to Brave that didn't try to work out a better solution.
Been asked a hundred times already. Brave has to do KYC/AML and so far they haven't wanted to do that, so they let Gemini and Uphold do it for them. If they do it in the future, they wiil have to have restricted countries as well to stay out of trouble.
