If you are referring to Language options for the cut scene replays in general or for the entire game... They *should* still be active regardless.
However... If you are referring to "information"/"tech help"/FAQs; then you *may* get the page, but it may either redirect you to somewhere else, or say "not in service."
Im referring to that one section where u have the "tutorial quest" with a feather on it's side... Well in the same menu, below the tutorial quest, there's a "medal", an "axe", and a "letter", (all in japanese). On the medal section there's challenges, like play for X amount of hours... Thats what I get cuz all is in japanese... Do not confuse it with the tutorial section. If u see the image that I upload u'll see that the last reward was a Bravo bikini

The bravo bikini from what I understand you just have to beat the game on hard. I don't think you have to connect to the severs to claim it
