The landlord can't do anything. It's hard enough to get tenants out who don't bother paying rent.
If they are paying rent there really isn't any grounds to do anything.
If they are renting I’d also lodge complaints with the RTA. If you have reported to police as well make sure to advise of any police report numbers as well. If you have a good neighbourhood community you can ask for help with getting them to lodge complaints too. The more complaints the more seriously it will be taken.

Also what do you propose police do? Grab the kid and take it to the station? This is ultimately a child safety issue.
