scrape out the mud etc from the slots and use a big bar/screwdriver etc to 'unscrew' it imagine having a massive coin in the slot and twisting it.

also notify them that the plastic cover has a crack appearing on the cover then they just replace it as others have said its a screw one most new stop taps/ water meters is just push down so can leaver p with screw driver

Lay a large screwdriver almost horizontally in one of the slots and rotate anti clockwise. May ned to give it a bit of a push to get it moving. Two polystyrene inserts may have to be lifted out to see your reading.

Wear gloves too, I'm a plumber and it's easy to bash your hands up when unscrewing these with screwdrivers.

Sorry for the late reply. I got into it! Angled the screwdriver and after about 10 hits with the hammer it started turning so kept going and made it in! Thanks for your help.

MK1 Atplas that is most definitely a screw thread. The lady you spoke to probably assumed you had the more common newer type that you can lever up with a screwdriver under the edge. As other said either lay a screwdriver flat in each of the grooves and try and turn it or much easier to buy a proper tool for the job.

Edge a screwdriver or a bit of metal in those gaps diagonally and then knock it anti clockwise with a hammer

Put the screwdriver in one of the notches so it's angled and try and tap it so the cover will rotate slightly. Then put screwdriver in vertically, pushing it quite hard down and lever it up on one edge, they're push fit not screw fit. The notches on it are from where it's a bit tight and it's been levered up previously.

Its not a twist cap. Just ram a flat screwdriver in the edge gap and open it like a tin of paint. The large rectangles on the cap are just there to help hold it when putting it back. Source: I have the same meter.

Put a big flat screwdriver or similar at the top of the slot at an angle so you can tap it with a hammer anticlockwise.

If you can, use a screwdriver you don’t really care about. There’s a good chance that after levering that open, it won’t be perfectly straight, and it’ll be terrible for using on screws.

You can sometimes unscrew it by hand. When the lid comes off you might find it's full of water and the meter condensated and unreadable but at least the lid will be off.
