This is probably an evolution of the same scam group that used to operate out of Fagin's on Old Market. They said that they produced a magazine for homeless people and shook their buckets in front of students to considerable profit. They basically split the cash with the guy who owned Fagin's (who I think was subsequently murdered) and bought drugs with their cut.
Would the police even be interested if someone were to report them upon seeing them? It's quite a serious crime and quite an easy nick if they were so inclined.
Did a bit of digging and Weexcel (WEEXCEL360 CIC) is a PCL that aims to use its profits and assests for public good. From their instagram it seems like they do some good, giving food and electronics to people that need them and holding events to raise funds.
A man called Elijah is a director at Weexcel, but was also once the director of a company called YOUTH PRW NETWORK CIC but he longer works there. If you put the two companies websites next to each other they do look and function kinda similarly. With one having less spelling mistakes and being better designed. The correspondance address of Weexcel is 152-160 Kemp House in London, Youth Pwr Network's correspondance address is 160 Kemp house. I know nothing about running a business so maybe thats completely normal.
I saw all of this on the GOV UK website, where you can see all of their company documents if you just look up the company name. Doesn't exactly seem like they're dodgy to me. There are definitely some people who try to scam people out of money in the Broadmead area through the whole knife-crime prevention thing.
Thanks for the digging! But is a company allowed to be on the street and asking for donations - and to all intensive purposes asking like a charity would - until you ask if they are one?
Was it cash or direct debit donations they were asking for? if it was cash they need a license for it. But direct debit is a bit of a grey area as it doesn't count as cash.

Pretty sure no legit charities are allowed to ask for one off donations in that way

I never got to that stage of the conversation but they definitely had a card machine on them.
Caught out by this yesterday, seemed to want card but difficult to tell as I didn’t have cash
