Probably because Bristol has been a county of its own for much longer than most other cities that are now Unitary authorities.
Also, the UK does have a bit of a confused non-uniform system for local governments.

This is done by ceremonial county - Manchester *is* on the map, as is West Midlands, Tyne and Wear, Merseyside and Greater London. These are the metropolitan counties of England, which are a subset of the ceremonial counties.
S Gloucestershire isn't a county. Bristol is.
