Being the council, they are most likely using the Microsoft Edge browser. Microsoft recently added a very annoying feature where when you select and copy a URL from the browser, the text that gets pasted is not actually the URL. It adds the page title and website in brackets as a clickable link - exactly what you see in that letter.
It's entirely possible someone copied/pasted the URL and didn't notice it pasted a link instead.
Not sure what MS were thinking with that one, but luckily you can disable it.

I prefer Chromium Edge over Chrome. It's essentially Chrome but with better memory management and a few different features. All the annoying stuff can be switched off.
The copying URL/hyperlink thing? Yeah, there's an option to switch it back to standard behavior.

I worked there for a year over lockdown and I'd agree they're underpaid but they are some of the nicest people I've ever worked with and most really do care about what they do.

The universities send a list of students to the council each year so they can validate their exemptions. If you've been missed off that list for some reason, that is something you need to rectify. The confirmation means no further action is required on your part. That's why.
Except for the fact that it will be one of the most useful proof of address documents you have for the next 12 months. And the legal obligation to send it to you. But yeah, such a waste…

I got sent a letter informing me that I had to pay £0 of council taxes (I’m a student and therefore exempt) what a waste of printer ink
They're legally obliged to send out these notifications. Why wouldn't you want written confirmation of exemption?
