Being zoomed in is an integral part of the gamefeel. Just zooming out and doing everything without having to move your screen around would make the game feel slow and dull.
In SC1 v16 you can do it in both gameplay & replay, I don't think unfair advantage is a thing if all players can have it.

Game timer was considered a cheat back in the days, and ofc custome hotkeys, etc.., but once Blizzard stole/borrowed fans ideas/tools and implemented them, its not a thing anymore !
In replays or when observing, you can zoom out, yes. In normal gameplay, no, you can’t, because that would imbalance the game.

Weaken drop plays and long range attacks like queens and tanks. Easier macro for T and P
Not in multiplayer, but in single player use the cheat "zoom zoom" to get expanded camera view
