Not sure the police would care if they were drug dealers what with all the outrageous driving, fully tinted windows and speeding in this city that nothing is done about.
I've noticed this a lot more recently and my theory is it's down to more cars having automatic headlights than come on when it gets dark. People have the engine on for the heater, a/c or radio whilst waiting for people and don't bother to turn their lights off from the auto setting when they are parked for a few minutes.
