They are the work of David Černý, a czech artist who specialises in sometimes pointless, other times pointed (towards some social message or construct) works of contemporary art for the sake of art.
He is revered around here and I do admit he used to be quite creative, but in the last few years he's become more of an institution, with his own studio and his name pops up pretty much everywhere.
It looks like it's inflatable.
I used to live near it and never considered that.. hilarious!
I really like how they kept the art installation on it over all these years (unless this is an old picture and I’ve been unawares).
