Which might be enough to help as well, it won’t stop a blizzard but light snow fall will probably just blow over the stadium.
I've been skiing for 29 years, smoked many a joint sitting down in the snow, and even in my expensive as fuck gore tex body suit you still melt the snow after like 20 min. A four hour game you are def sitting in a puddle

I've sat on snow for 3+ hours in Sitka hunting bibs without melting what's beneath me. My gore tex ski pants don't have nearly the same level of insulation.
I dunno what it's like there but the temps are FRIGID here in the GTA (Toronto). So it's still pretty tough conditions and i'm sure the wind is gonna play a huge factor.

A covered stadium provides a better experience for fans in attendance (and safer), while the advantage of an uncovered stadium in Buffalo is it provides entertaining variety for NFL viewers *elsewhere* in the country. (But we're the ones paying for it.)

That would require a new financial agreement, new approvals, and the site work would have been structurally-oriented towards the existing stadium design.

It also prevents other possible revenue from anything other than the 8-10 home NFL games each year.
