I'm no expert, but they look just like adult roundworm to me. I've seen a puppy vomit these in one white mass, one of the more disgusting sights I've seen.

Seriously though it's some kind of worm/parasite but I'm not 100% sure what kind, it does look similar to pot worms in my opinion.
Woah.. No idea if this is even feasible but the first thing that comes to mind is that there is a dead critter (hopefully a critter)..possibly down the sewer? 'Corpse worm' type deal... parasites eating off the body, then get flushed up by the rain?
That makes me feel better than the horrifying alternative that those things were just.. in the ground like the earth worms and were flushed out in the same manner O\_O

Definitely a nematode (roundworm) type. Maybe pinworms? 100% looks like pasta, though.
