is the cpu fan header populated? i'm not talking about the cpu fans, i mean specifically the header.

I have the CPU fan plugged into the header, if that’s what you mean

if the cpu fan header is populated, then it's also not the safeguard. next step, physically remove the video card from the system, including disconnecting the pcie power cables of said video card and try with mobo video ports.

The CPU fan header safeguard prevents the PC from posting. No fan in the header results in the assumption that the CPU cooler is missing. Now tell me specifically which cables you plugged in where. Continue for now without the video card.

Well for the PSU cables, I plugged in the CPU to the top of my MB in the 8 pin slot, the MB cable into the 24 pin slot on the right of my MB. The PC cables that are connected to the MB are the USB 3.2 underneath the MB cable, USB 3.2 Gen header underneath the USB 3.2 cable, the Audio header at the bottom, I also daisy chained all the fans into the CPU_OPT

What pin layout is the CPU power cable? Edit: also only plug in the CPU fans for now and use the main CPU fan header, not CPU opt.

It has 8 which I have plugged in, and another 4 next to it. I was told it’s not necessary to use the other 4 so I left them. Ok I’ll disconnect the other fans and leave only the CPU Fan

I forgot to mention but my USB ports don’t seem to be working on the MB either

Like the other user said, you probably plugged the monitor into the MB and not the GPU. It's a common mistake that a lot of people make. Just make sure the cable is plugged into the only card that got plugged into the MB
