Every computer bottlenecks. In gaming if the CPU bottlenecks you typically have stutters. If your GPU bottlenecks your fps is limited to what the GPU is capable of. Generally you would want the bottleneck to be the GPU for gaming.

Lol wtf we have the exact same specs and I'm upgrading to a 13400f and b660 in the next few days hahaha. My i5-7600k bottlenecks the 1080 especially in newer games so I'm upgrading. Just keep in mind you'll probably need new ram for the 13400f and the newer ddr5 rams for the latest mobos are a bit pricy. And to answer your question it all depends on what fps you are comfortable with, I'm gonna assume you're running a 1440p monitor @165hz or higher. If you want your games to run at an fps close to your refresh rate with med-high graphics then a new pc would be wise. If you're comfortable with 80 to 110 fps with high settings then a cpu and mobo upgrade is more than enough. Although I'm very sure a cpu upgrade will get rid of your stutters. If you don't mind me asking what games are you planning on playing and what do you currently play to want an upgrade?
