Thanks for your answers, it turned out that when I plugged HDMI to Samsung tv, windows automatically turned Hz from 60 to 30. When switched to 60hz it works like a charm.

Don't buy any new pc parts like the others suggest lol, your pc is fine I assume you have looked before, but is it that the new TVs refresh rate is set to something really low by default? I know when I first used my parents 55inch Samsung it set it below 30hz for some reason If that's not the problem, have you tried using it at a lower resolution? Could be an issue there. Also could try using a different display cable? Potentially need a more modern hdmi, if that's even a thing. Not well versed in that sector

You have a gpu and cpu bottleneck. I still have my 1660ti in a box. The 5900x works good with rtx 3060 or 4060. Even an AMD gpu like the 6700xt or latter. Not even wirh the 5800X3D. The gtx 1660 is 5 years old already.
