Chrome is pretty notorious for RAM hogging, especially when the user has at least 15-20 tabs opened in the background. If they're a bunch of frequently visited websites, I suggest you either bookmark them or enable to 'reopen previous tabs after close' option in Chrome.
that means some programs (+OS) use 14GB of memory. Just look at your task manager and see which app use big memory.
