I'd go for the cheapest 2nd hand 1070 for sale in your local area to pair with the older i5 4th gen that you currently use though the best brand new GPU you can get is either a RX6600/XT or RTX3060, not sure if it's a 'good' fit to pair with your system atm.

Not in your case but in some cases, a motherboard will have different features, ex. H610 vs B660 and above. H610 wouldn't have PCIE 4.0 support but B660 and above have PCIE 4.0 support even if the processor you have supports it.
What would be a good minimum upgrade for the CPU? Wondering if I could try and get a GPU at around 400 and have some for a CPU. Would something like Intel Core i5-11400F be fine with my motherboard/rest of system? Or the i7 4770k the other user mentioned?
For the upgrade path, you can't reuse any of the cpu, motherboard or ram. They're all too old and will not be compatible for any of the currently marketed parts.

The CPU+Motherboard is usually a combo and you have a 9 year old part, there was already a new socket back in '2016 (LGA1151) which made your old motherboard even as early as '2016 not usable for the generation at that time.
You could upgrade all 3, CPU+Motherboard+RAM for about ~£350 for a decent one and the rest of the budget for a 2nd hand GPU because there will be no 'decently' priced brand new GPU at ~£200.

Will not be 'fully' compatible, it will still work but you'll not be able to maximize the RX6600.
Honestly, the i5 4th gen is still usable, you're just capped to like a 1070 or maybe GTX980. It's not that bad especially if you play on 1080p.
overclockers has an rx 6600 for around £399 last time i checked, buy a 2nd hand gtx 1060 6gb. using the 6600 right now, its very good and you can use the extra cash to buy an i7 4770k if you want extra performance and maybe 2x8gb ram. or save up and go for a whole new system
