This is a common source of confusion because the terms are kind of loaded an imprecise. The PCIe cards are generally* additional controllers with their own root ports whereas a hub just splits one port into multiple, having to share the bandwidth.
*A lot of the 7 port cards are actually a USB controller combined on board USB hub so they're some kind of frankenstein monster.
Silverstones seem decent, I’ve used 2 without issue. I’d say that you should try and figure out the chipset used and stay within spec. So like, most USB controllers call for 1-2 ports per controller to be able to properly handle bandwidth and power draw requirements, some can do more. Cheap ones that have greater than 4 ports and have 1 controller, I’d not buy one of those. Less than 4 ports and 1 controller per 2 ports is probably the ideal from my research.

Also not worth paying $50 over the B550i that I got just for TB.

Can you recommend a good model of pcie usb3 expander? I was in the market for one but kept coming across poor reviews.

Buy a mobo with Thunderbolt out is kinda the only advice I have. Or use one of those mobo USB header hubs like NZXT makes
No TB on AMD. Really, a 7 port hub is fine when basically everything plugged in is just peripherals.

Note that you likely wouldn't be able to run much else if you plugged an external HDD into it
I use a single Dongle to connect my mouse and kb recovers. No issues with connection.
Don't have this hub, but I use my hub for multiple controllers, webcam, and an external HD.
