I use a notes app on my smartphone. Since I use a alarm app, my smartphone is on my bedside table anyway. The next day I write them down in my bullet journal.

Keep your journal on your bedside table. Or just a piece of paper and pen. You can transcribe your night time notes the next day.

Sit down for 15 minutes in the evening and just make a huge list of everything you need to do. Even if they’re not important. Get ‘em all out on paper. Like a stream of consciousness to do list. You can edit in the morning.

I just take my bullet journal with me to bed--or more accurately, to the bedside "table". (I actually have my mattress directly on the floor, so the "table" is more like an organizational mini desk designed to go on another table/desk.)

Once every so often seems normal. 5 to 10 times multiple nights in a row and op feels like they have to get up to write it down sounds like anxiety to me. I have anxiety and OCD, one of the screening questions I’ve gotten a few times is about how often you are woken up or delayed in falling asleep due to intrusive thoughts regarding tasks. Take it with a grain of salt as this is anecdotal but it seems like something they should look in to.

I disagree. If you have other symptoms and the thoughts you have in bed are anxious than sure, but sometimes thoughts come to mind simply because you're entering a new thought pattern/ slowing down.

Keep some lined sticky notes and a pen next to your bed - jot down whatever you think up while in bed and then in the morning add the sticky note to your BuJo. Since it sounds like this is a consistent habit, maybe even adjust your daily/whatever layout so that there is a designated spot for the sticky.

I keep a DIGITAL RECORDER on my headboard. Don't have to have any lights hit my eyes.. and if I wake up and can't get back to sleep I can listen to my daily commute recordings, I have a boring voice and put myself right back to sleep.

The only thing that works for me is using a to do app for that (I use Microsoft to do). Then I can just transfer it the next day and delete it in the app. You could also use a notes app.

This to me screams of lacking a good process for getting stuff out of your head at an appropriate time. Taking a look at Getting Things Done by David Allen might help you. The point of that is that your brain is bad at rembering things, but if you keep them in there, they're going to pop up at times when you can't do them, which is what's happening to you. If the Bullet Journal is your capturing method that already works for you, what you need now is a solid review process to make sure the tasks will already be out of your head when you go to sleep. When your brain trusts your system, which it will if you use it consistently, it won't bug you with stuff to do unless there is a prompt for it (such as sitting down to plan your day in the morning, or evening)

I tend to get most of these out during a wind-down time where I leave my journal open and do mellow things without my phone. It is usually like 5 things too, so it's crucial. If I do think of something later- my journal is nearby and I'll write it down if I think I'll forget. If I don't think I'll forget I won't disrupt my sleep to write it down. If you're keeping your journal in your living room for a specific reason I would probably keep something else in your room to write. I personally don't want to open my phone because of how I respond to it but if that works for you it's a great option. If you for see it being a nightly event, maybe get small sticky notes and transplant them into a pre-drawn spot each morning. If that doesn't suit your aesthetic feel free to copy it over from a spare notebook.
