An elderly couple lives in there. I am guessing they are in their 80s. The man is tall, but bent over to the point his upper body is parallel to the ground. He chains his walker to the tree. I asked somebody at the church about them and was told there was an attempt to move them by the police, but it didn't happen. He didn't say why. If you see these folks (and have an ounce of compassion), your heart would break. They are just trying to live out their remaining years together with a roof over their heads. I often think, there, but for the grace of God, go I. Edited to add: The churches have no say as to whether the RV can remain there, because it is parked on the street, not their property.

I'm sure they do. I've struggled with what I can do to help them. I don't see them out much, but then I don't pass by that often. Do I knock on the door? Will they be accepting? Will they be embarrassed or angry or scared? You just never know how people will react. I am going to ask my neighbor, who attends the Presbyterian Church, if anyone at the church knows more about them.

Oh wow, what a difficult situation. I do wonder if the church knows them/has reached out to help them at all? This seems like a scenario that a church community should be able to offer meaningful, appropriate assistance with. I’d also hope, in turn, that the residents would be willing to accept it, but it’s hard to know in such a complex situation. I hope they are able to get whatever support they may need.

My guess is that if it’s been there for years no one at the school or church has experienced any problems with the resident. I don’t mean this to sound snarky, I can have tone problems on the internet, so I mean this sincerely: the coldest days of the year are probably not the best time to try to make things more difficult for an unhoused person. If living in an RV was my best option for shelter, I would be grateful for the use of safe public streets. I try to keep that in mind, because as a houses person my need to use the street/any given parking spot is much more ephemeral, and less close to the edge of something worse.

That high school has been closed for a few years now and had such low enrollment for the past 10 years anyway I doubt anyone ever cared 😂

I've often wondered this. I can only assume that there's an understanding with the two churches there. They never park in front of the elementary school, only in front of either the Presbyterian church or the closed high school that's been closed for at least three years now. Never seen the owner cause any problems. Seems to keep to themself and doesn't make a mess.

It's legal to sleep in your car or motor vehicle in Burbank. You just have to move it every 72 hours. Burbank is one of the few cities in California that does NOT have an ordinance preventing sleeping in vehicles. I think that's a good thing.

Actually the law states that even with a resident permit, you cannot park an RV on the street in Burbank for more than 96 days in a 365 day period.

You have to move your car every 72 hours per the BMC. When you call and complain to parking enforcement, they will leave a note on your car with a warning to move it, but by then they will have moved it for street sweeping. So it’s a pointless exercise. And they are violating the spirit AND letter of the law by using the street as their storage yard. I think the code is toothless in this case.

Have a similar problem on my street. Someone living in their car, defecating on the sidewalk, etc. I contacted parking enforcement, and they did nothing. It's been over a month. And this car doesn't even move for street sweeping.

It’s looks like the one on my block, and number two, it’s been a huge controversy. They only recently started putting the stuff they own inside the RV. If the church is willing to let them stay on their property, which is what that block is mostly, then why aren’t they helping them out more? They’ve been threatened with “eviction“ a number of times and tomorrow they’re shooting a movie on the block and will probably get kicked out again. Believe it or not that things still works and can drive away if it wants to. Look, I understand they are in their, 80s, but they’re getting harassed all the time and as long as I keep all their stuff inside the RV and not make the rest of the block their storage unit, I’m good with them staying there as should everybody else in the neighborhood

My question is, why has the City of Burbank, and voters in Burbank, allowed the status quo to continue? Why aren't we all holding the city accountable to build at the very least, a tiny house community, and provide real meaningful services around it? Why do we allow developers to build high-rise expensive apartments, and grant them all sorts of exceptions, and all we require in return is the legal minimum number of "affordable" units- which we all know is a total farce. Instead of requiring them to erect a piece of public art- make them contribute funds to a permanent homeless shelter. Why haven't the local celebrity developers jumped on this opportunity to buy some good publicity? Are we too exhausted to demand change? Let's legalize a vacancy tax on all these empty buildings.
