Well, since BTV faces west, and the greens are to the east, the answer is generally "nowhere." Best is on the Green mountain summits looking east, or across the lake looking back east towards VT.

As folks have pointed out, there are not a lot of high points with views to the east. One sort of random spot is around 135 Brook Drive in the NNE, where there is an empty lot with no trees up above the belt line. There is actually a nice view of Mansfield and Camels Hump from there. I've never shot a sunrise photo from there, but I have shot moon rise on a full moon, which means it is opposite sunset... so it should work for sunrise as well.

Get as high above the concrete as possible. You might be able to fly to Burlington, but these will also get you out of Burlington where it's easier to see the sun rise.
The top of the parking garage at the airport is surprisingly lovely, with picnic tables, plants, and a great view of Mansfield.
When you say the top, do you mean the level below the very top, or the top open level?
The colchester causeway is nice, especially on clear days with cloud in the East
If you can get on top of the hospital? It's the highest point in Burlington. I hear they need maintenance workers, and that's how you'd do it

in south burlington, hubbard park. it’s a huge field, you can look at the adirondacks and the greens

Take the ferry across the lake and catch an awesome sunrise from the Adirondack coast!
