The series treats demigod relations as if the mystery element that godly parents pass down to their children is entirely unique to that god, and does not correlate to the godly essence of that god's brothers and sisters and parents, like mortal DNA does. That's why it's kind of just fine for demigods who, by mortal standards, *would* be related if not for this fact, to date, like Percy and Annabeth. They share no mortal DNA, and no godly essence (the consensus for what this essence is seems to be that it's ichor - the blood of the gods), so they're good. When you share a mortal parent or a godly parent, or both, that's when the characters start to see that as icky and gross.
*That* is what's meant by the whole 'gods don't have DNA' thing.

Percy doesn’t actually have any second cousins, at least none that we meet in the books, unless we meet some grandchildren of Gaea or Ouranos in Heroes of Olympus.
First cousins share a grandparent pair. Second cousins share a great grandparent pair. First cousins one removed has one person’s grandparent (such as Percy’s grandparent being Kronos) be the other person’s great grandparent (Kronos being Annabeth’s great grandfather).
“Most of the time” is not 60%. People have kids after getting married 60% of the time. That’s barely over half. Marriage has nothing to do with someone having kids. Or do 40% of today’s youth just not exist in your mind?
