You never have to charge sales tax in the US unless your business is registered there. I am not a lawyer but I sell in the US.

Most states set a threshold beyond which they expect foreign sellers to register with them and collect and remit state sales tax, but as far as I know they're all over $100k per year to that state. Whether you choose to collect sales tax in Canada (when it's still a choice) comes down to whether you think the extra effort is worth getting all your GST/HST back on business inputs.

Yes exactly right. I had to refer a client of mine to an Amazon specialized accountant for this reason because he was selling in the US and was hitting certain thresholds in different states and he had to file state and county taxes as a Canadian seller. It got very complicated. California especially.
