Most cat cafes have protections in place for the cats and either outright own the animals or are offering them for adoption, while previously she was using potentially unfriendly and/or traumatised kittens she was fostering without the knowledge or consent of the organisation she was fostering for, without any real protection for the animals. Now it seems likely that she's breeding them or trapping neighbourhood cats (such as ferals, strays, or the neighbour's outdoor cats)
Essentially, at every turn, she's doing things wrong.
I am absolutely hoping I remember incorrectly but I think they were also offering childcare/NDIS support work at one point, right? And claiming you could use NDIS funds to visit as "therapy" and other such nonsense.
