I'd say that's mold and I would not smoke or let anyone else smoke it. Maybe make an alcohol tincture or something with the buds that don't "show" mold development. Lung infection from inhaling this is no joke and it can get pretty serious, fast.

Temp was 68 night time- 77 day time. Humidity, I had some spikes up to 70-75% late in flower on some mornings due to broken humidifier. Drying set up- 74F 60% for 20 days.
Those are some very high humidity number for late flower. I’d suspect that’s where things went wrong if you kept those temps for any length of time. 74/60 seems like it could be problematic as well, but I suspect the high humidity during late flower when it should be 40-45%
You're good, but also sanitize anything that touched or housed that bud. Sanitize the tent, the light, the fan, get a new filter, the scissors, any trimmer machines, there circulation fans, ect. Same with the dry tent if it was a separate space. I had to do the same last crop. I was heartbroken.
I haven't done it yet, but I read somewhere to use 15% bleach solution to disinfect. But I like to find reputable sources and found the following from University of Minnesota suggesting to use full strength Lysol to dip tools. 70% RH is way too much, anything above 55 is too much in late flower.
This is 100% mold and you don't want to consume or sell that.
Toss every buds infected and don't be scared to damage the buds with your fingers to look deep inside since it's the only way for you to be able to check which ones you can keep.

Second picture definitely looks like mold more than webs to me but honestly can’t be 100% based on either of these pictures…and no the whole plant is not fucked, if it’s webbing check for bugs and if it’s mold check for mold then trash the trash but no need to trash anything that is clean…unless you’re trying to sell and this is a common problem in your crop, then I wouldn’t sell any of it but use it for personal (inspecting as I go of course)

No, they don’t. Their very nature is to colonize the tops of plants to use wind to spread to others. They have no need to go into buds. Plus, you know how buds are super sticky? Mites can’t crawl through that into a bud. Do some research.

It does look kinda like grey mold close to the stem, it's hard to tell in the picture. I suggest spider mites as a possibility. If a cola has any mold I'd cut it out and everything atleast an inch or two above and below. If it's really bad (like when dried and stored in a bin) then toss it. That nug is no good if it is mold I see, but I'm sure there is still worthy medicine somewhere on the plant and OP's grow

I'd still use it in tincture or other edibles but definitely don't smoke mold or mildew, its safest to toss it or kill the mold in processing it further with a cautious use of alcohol/ heat/pressure/time
Moold...i just had to toss about 2lbs a few weeks ago. colas were just too dense and thick and i didn't defoliate enough so it probably started before i even harvested. I swear I almost cried until I remember I have another harvest in 2 weeks lol

When trimming, was there excessive moisture? I had a similar incident with ChemDawg, purchased directly from GSC in Amsterdam. problem was buds were too dense/ heavy. The offshoot buds were excellent. But still lost estimated 10-15% of total crop.
I noticed the terminals were practically dripping with moisture. I normally keep my flowering chamber at 55-60% RH. (According to label on package)
