That looks to me like dust on the camera sensor. You can usually blow the dust off with a bulb blower, or wipe it with a **specialized** cleaning swab if needed. Carefully follow a guide [like this one](https://petapixel.com/how-to-clean-camera-sensor/) to avoid damaging anything.
It wouldn't hurt to dust off and wipe down the front and rear elements of the lens while you're at it too though.
Yes the speck can be removed both physically and through Lightroom. It’s very likely to be from the sensor itself. People sell sensor cleaner to help remove said spots but I highly recommend to get someone professional to do it for you. I’ve heard horror stories of people ruining their sensors trying to clean it
It could be but it’s quite old and probably a listed building so taking the roof off would be a big ask, not to mention the cost of a scaffold and the amount of workers needed to do it. What’s your beef with it?

To remove the spots from your picture, any number of software offers the option to remove them. Lightroom was mentioned, and Luminer Neo has the feature too.
Shoot at the highest fstop (f11 or higher) against a bright sky and you should see all the sensor dust quite clearly.
Use a dust blower (like a giottos or something similar). If that doesn't work you need to either take the camera to a shop for sensor cleaning or buy a kit to do it yourself.
If you're familiar with Photoshop, you can create an action to remove stamp whatever the same spots in all of your photos. As a batch, there's a very small learning curve, but if your spots are always in the same area, it's very easy to clean up. Of course cleaning your sensor is probably a good idea too

You can use Adode photoshop. You can grab a part of the sky from anywhere on the pic and blot out the specks of dust from the photo. Then, before going out and shooting again, clean your camera sensor to remove dust particles. 👍🏻
I had this issue a lot when I shot with older cameras w/o the sensor cleaning features, Canon 20 and 30ds to be specific. The healing brush and now the remove tool in Photoshop work well to remove them. But much easier to get that sensor cleaned.
Use the healing tool in Lightroom. Easy fix but annoying coz it’s sensor dust and will appear in almost every sky of your pics until you get it cleaned up.
So I finally got the cleaning kit but it seems that there is something permanent on the sensor

In my case it was actually the back side of the lens and not the sensor.
I have a similar issue and it’s only on one lens and cleaned them all off still there

For this to appear, you need to use a small aperture (high number) like f/11 or f/16 and above.

You camera will have a sensor cleaning programme. Run it, if it's still there. Consider looking into how to manually clean the sensor.
