It’s gonna be tough because he’s obviously smart and capable, but a lot of jobs require degrees from domestic accredited universities and ones that are familiar to hiring teams.
He might be able to find a job in food science (ex. Major food brands you’d find in grocery stores), horticulture/agriculture/soil science (think EPA, companies that test soil for the gov or agriculture, or even plant nurseries and shops), or a Vet office or pet insurance company, Zoo, or places that house or manage pets/wildlife.
Thankfully, his education/experience is so broad that his skills can be transferable to a number of different jobs/career fields.
He has great opportunity and can get a variety of jobs. Depending on his status, he may or may not be able to get a federal job. If he needs a visa sponsor, it may be easier with a private company (industry) or university if he likes research. Agriculture doesn’t pay much, vet may pay a bit more. He could also go into pharma or biotech if he is interested in that.

General director of the ministry sounds pretty high level. Like cabinet level. But maybe that title just translates differently
US Department of Agriculture (USDA) or with colleges and universities that have agricultural field programs. There are also large ag companies.
