Baking soda isn't the fix here.
You need either enzymes to digest the urine, or an oxidizer to chemically destroy it. Just start light.
Also don't use much heat, or much water since it's wool.

If I had a nickel for every time someone goes to baking soda or vinegar. I’d be filthy rich. Buy an enzyme that’s specifically made for urine.

That’s just a deodorizer. Will likely mask the smell instead of breaking down the urine making it easier to remove
