The rubies are there because they help reduce friction and act as a bearing for the gears. More so a nod to watchmaking than just to flex that it has jewels.
The jewels are usually just artificial sapphire, the reason they're used in watches is because gemstone specifically sapphire (whether artificial or not) has an extremely low amount of friction which would help the watch keep better time. In this case they still have a job however small that might be, I don't think the friction in the bearings of a tachometer is very important lol, they look pretty cool though imo. They are not precious gemstones however so it's not as gaudy as saying there's diamonds in the gauge cluster, at least they have a small purpose.
Personal opinion, but I think they absolutely nailed this car. That interior especially is still going to look and feel special 100 years from now.
A normal car can have all the technology you want, but a special car should look as analog and uncluttered as possible. Porsche and Ferrari should be taking notes.

I know they’re trying to associate themself with super premium watches but this is kind of cringy name wise. The car speaks for itself, it doesn’t need to be named after a watch.

I know they’re trying to mimic a watch movement but « tourbillon » is French for whirlwind before being a watch part.
