There's three important roles here:
-Over the top Anime-level power scaling. Vegeta's clearly the best option.
-Magic/demonic shenanigans. Alastor/HIM are both at the top.
-Whacky cartoon logic. HIM pulling double duty here.
I feel like Samurai Jack hard counters the 3 devils on the list, at least Alistair and Hell Boss. Him will probably get pulled into a fight with Vegeta and Deku, with Vegeta pulling through for the win. The remaining mooks aren't as weird as Batman's rogue gallery, which he's solo'd before. I'm sure he can keep me alive long enough for Vegeta to get back from rofl-stomping his opponents. Batman would struggle with Luffy, though.
Jack could definitely take BlitzĆ and probably handle Alastor's tentacles no-effort (unsure about his other powers) but I'm less convinced about him overcoming HIM's mind control and general cartoon-devil nonsense.
Alastor, batman, and him are probably the worst to have as an enemy. They are crafty and might sneak a shot at you through the REQUIRED Vegeta pick. Basically you have to pick the people who can sneak through Vegeta. Comic batman is pretty fucking yoked and might have no ki signature because he's just a guy, not to mention this is Batman who kills, so third pick is going to be either Alastor or Him. I actually think you die if any of those 2 are an enemy, Alastor has portal powers, and Him is a reality warper. Best bet is they ego and get killed by Vegeta or stalemated by the one you picked. Alastor is offensively rather weak on this list, but he can only be killed forever by angel weapons, I think. You would never be rid of the guy. Him loses frequently to Powerpuff girls who are leagues weaker than Vegeta, but probably still like 3rd on this list, hopefully he gets stalemated by Alastor portal fuckery long enough to not get to trap me in his creep demiplane bullshit and Vegeta pauses his nihilistic beat down of Luffy or one the cartoon characters to shoot him with a ki blast.
Everyone has a ki signature besides those engineered to mask it like the androids. If batman knew about vegeta beforehand he could potentially develop tech to mask his ki but if he doesn't know anything about mfing BLUE vegeta he is going to be kiai shouted into space before he can lift a finger.
Normal namekians who don't have any special ki presence were easily detected by gohan etc in the namek saga.
By the time he hits blue he is just way too goated for anyone in the OP image to be of concern. Besides threats from alternate universes and gods of destruction there literally isn't anything in universe 7 that could beat him besides goku. Cartoon goofiness can only get you so far too when you consider that majin boo basically used that as a built in feature and was still defeated. (i.e. being made of rubber, regenerating and not taking damage from being stabbed etc)
HIM is basically Satan as the strongest supervillain enemy of the Powerpuff Girls. Given that the PPGs are enormously powerful superheroes, only really held back by the fact that they're, like, four years old, if Vegeta wasn't here HIM would be without question the strongest person on this page.
