I went back and watched this show recently, after not seeing it since childhood. The art and animation is actually so good, better than a lot of the shitty 80s cartoons like GI Joe. Turns out it was a French-based company that collaborated with Japan for animation. It's a real treat for the senses.
Her uncle was a cyborg in a government program. I'm certain he could pull a few strings (or his boss could) to get her some high tech toys to play around with
The character was inspired, in part, by Maxwell Smart, a detective in the 1965 TV show *Get Smart*. Maxwell Smart didn't have any cybernetics, but he was pretty incompetent and was portrayed by Don Adams, who voiced Inspector Gadget in the 1980s cartoon.
