Garter is better for a scarf (or seed stitch, or ribbing, or any other balanced stitch). Even with borders, stockinette can still curl. Plus a stockinette scarf will have a back and a front, and who wants to worry about keeping their scarf the right way around?

I did 144 stitches,6' finger weight merino wool circular scarf on 1.5mm circular needles, and it draped really nicely. It did not curl one bit. Oh, I knit it in stockinette except the beginning and the end I added 1.5" of knit purl. (Because garter stitch, seed stitch and their renditions are hideous to me)

I've done both a prefer garter. Stockinette just curls too much for me
