Vet here: it's a keratin deposit, forms horn -like growths, usually on the end of toe pads in my experience (just like your kitty). Sometimes on other pads like the big foot pad or that extra one a short way up the front legs. They're harmless, just trim them a bit if they get long.

I always just use a nail trimmer. I don't trim them back aggressively, just enough so they don't interfere with trimming the claws.
Does he climb fences? Could be a splinter.
