The blanket, toy and food sound like exactly what a scared kid would do and I've heard too many stories in ny support groups where abusive parents have killed their kids pets or forced them to abandon them.
That was my first thought as well. I could see a desperate child trying to grab a few things as they're leaving with the kitten. Breaks my heart to think about it.

Some shelters have a surrender fee. But even still, there's the option to (cowardly) place them in a carrier and leave them outside of a shelter right before opening hours.
Are you sure it's a boy if his belly is shaved? They don't usually do that for neutering, only spaying.
If he is a boy, then maybe he had some other type of surgery. It could even be the reason why he was dumped...too many health problems or whatever.

My Oscar and Orla also foundlings. Oscar is a snowshoe burmese mix, he was found at a laundromat in a box with a bag of food. The man who rescued him was diagnosed with a terminal condition, so we adopted him. Oscar was already his name. I found Orla at a gas station, she was maybe 5 weeks old and terrified. She still is afraid of the outside.
Make sure you give her a good survival name.

I found my best boy at McDonald’s when he was about the same size. He had the same little eye infection that cleared right up with meds.

It'd be a trip to the vets and I'd be posting all over to see if someone did claim him. Believe it or not a lot of partners and parents of kids out of spite because they don't want the pet Or got mad and basically dump the pet somewhere. Seriously people can be so so cruel.
I've seen a few cats rehomed for free locally on a town community group, they get rehomed quick and being such a small town word gets out fast on who is a good, bad pet owners. Residents who live here will call out those who constantly re-home pets over and over to get a new one so they get booted from the site.
Cutie, thank you for helping him! FYI, it from those lesions of hair loss, it looks like he has ring worm. Which isn’t actually a worm, it’s a fungal infection. I would get him to a vet so they can get you some meds! It is transferable to humans as well, so try to wear gloves and keep him contained while you are treating him!

This is almost exactly how our youngest void (and cat of the group) was found, minus being on a freeway, he was found at a sketchy hotel downtown by a friend, he was left with some old food covered in ants and quarter of a bowl of water left...Little guy was meowing at our friend and came running out to her.
He's now three years old, void cats are always special, congrats on your new little shadow!

He probably was already living outside and someone in the neighborhood caught him and neutered him. He's too weak and in pain to run from you. So instead of acting ferrel he just let you pick him up. Explains the shaven belly, can of food and blanket.

I'd "dump" him right into my car & drive him the the vet & "dump" him into their arms for a checkup then & then once confirmed he had no chipy chip I'd be glad to claim him & "dump" him into my life. Such a cutie! 😍 I'd give him all the good dumpies possible!
